Cyclone Jude: Impact Assessment and Shelter Cluster Response in Mozambique

Tropical Cyclone Jude formed on March 6, 2025, and struck Mozambique on March 10, causing severe winds and rainfall. On March 6, 2025, a low-pressure system in the southwestern Indian Ocean intensified into Tropical Cyclone “JUDE,” impacting Mozambique. The cyclone struck the Mossuril district of Nampula province on March 10, unleashing wind gusts of up to 195 km/h and over 250 mm of rain in 24 hours. After weakening to a severe tropical storm, it affected areas in Zambezia province, particularly Gilé and Pebane districts, and continues to cause heavy rainfall as it approaches the Mozambique Channel by March 13. Flood alerts are in place for Nampula, Zambezia, Tete, Manica, and Sofala provinces due to the storm’s impact.

Initial reports from the government show significant gaps in data regarding the number of affected individuals and damage assessment. Preliminary statistics indicate fewer than 5,000 people impacted; however, estimates suggest that between 120,000 to 275,000 individuals could potentially be affected by Tropical Storm Jude.

The Shelter Cluster is actively assessing its capacity within the affected provinces by mapping available partners, their deployment and stock delivery capabilities, and their planned response actions. Coordination efforts with local authorities are ongoing to facilitate effective information sharing. Assessments are to begin as soon as conditions permit, backed by partner resources in the provinces.

Additionally, the Shelter Cluster coordination plans to deploy to Quelimane city to assist in various response activities. A detailed estimate outlining the needs of the population, targeted response efforts, and financial requirements has been submitted to OCHA for a Flash Appeal update.
